What should I bring for renewal or replacement stickers?

If you moved, DMV says to change your address at least 3 days before renewing.

How quickly do I need to complete a title transfer?

For a private party purchase in California, buyers generally have 10 days after buying the vehicle to transfer ownership. Sellers must notify DMV within 5 calendar days by submitting a Notice of Transfer and Release of Liability, often called NRL or REG 138. The NRL protects the seller, but it does not complete the buyer's title transfer.

What if the pink slip or title is lost?

A lost, stolen, or damaged California title may require an Application for Replacement or Transfer of Title, REG 227. Depending on the transfer, signatures, identification, lienholder information, bill of sale, and secure odometer disclosure may also be needed. For 2011-or-newer vehicles, federal rules use a 20-year odometer disclosure period, so call before visiting if the title has no odometer space or the REG 262 form may be required.

What does Planned Nonoperation or PNO mean?

PNO means the vehicle will not be driven, towed, stored, or parked on public roads or highways for the entire registration year. DMV accepts PNO filings up to 60 days before registration expires or up to 90 days after expiration if the vehicle has not been operated, but penalties may apply. California has no grace period, and if the vehicle is operated or parked where it may be cited, full registration fees and penalties can become due.

What is a one-day vehicle moving permit?

A no-fee one-day vehicle moving permit can be used only for allowed moves such as moving a PNO vehicle from storage, going to or from repairs, smog, DMV or CHP inspection, VIN verification, weighing, VSSI, dismantling, or an impound yard. The permit does not exempt the vehicle from California liability insurance laws.

What changed for revived salvage or revived junk vehicles?

California now uses a Vehicle Safety Systems Inspection, or VSSI, for many revived salvage and revived junk cases instead of the old brake and light certificate language. Revived cases may also need REG 343, proof of ownership or a junk receipt, REG 31 or CHP 97C inspection, smog if applicable, weight certificate for some pickups or trucks, fees, and other DMV documents based on the vehicle history.
